This Request for Quotation (the "RFQ") is an invitation by the City of Toronto (the "City") to prospective Suppliers to submit bids for STARS Supports Assessment Tool, to conduct an evaluation of the City of Toronto's Service Triage, Assessment and Referral Support ("STARS") Supports Assessment Tool and Rubric. The STARS Supports Assessment is conducted by homelessness service providers (e.g. shelters, street outreach) as part of the process of connecting people to available City-contracted housing and support opportunities. City staff use the information from the submitted STARS Supports Assessment to determine if an appropriate match to available supports can be made, using a Rubric designed to support this process, as further described in Part 3 and the Contract (the "Deliverables").
