SIMULATION ENTITY MODELS
This bid solicitation is being issued to satisfy the requirement of Department of National Defence (DND) (the "Client") for Simulation Entity Models (SEM). The bid solicitation is intended to result in the award of a contract for 3 years, plus 3 one-year irrevocable option(s) allowing Canada to extend the term of the contract.
1. the delivery of, and the licensing of, a non-exclusive, perpetual Entity License for Simulation Entity Models (hereinafter also referred to as the Licensed Content, where the context requires) to use the LicensedContent specified in the contract, for an initial requirement of 22 Simulation Entity Models for the simulated entity modelling needs of DND exercises and training provisions meeting all the requirements as stated in Annex A, Statement of Requirement (SOR); 2. the Simulation Entity Models, without restrictions as described in the Contract; 3. the licensed documentation (which includes delivery of the Licensed Content) meeting all the requirements as stated in Annex A, Statement of Requirement (SOR); 4. upon acceptance of the Licensed Content by Canada, a 12 month Warranty; 5. irrevocable options to acquire on an "As-and-When" requested basis, the 950 additional Simulation Entity Models specified in the Contract, all in accordance with the terms ofthe Contract, at any time during the Contract Period and any extension thereof; 6. the provision of professional services, as detailed in the SOR, to be provided on "As-and-When" requested basis, during the initial Contract Period and any extension thereof.
The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), the Canada-Chile Free Trade Agreement (CCFTA), the Agreement on InternalTrade (AIT), the Canada-Peru Free Trade Agreement (CPFTA), and the Canada-Columbia Free Trade Agreement.
