If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. Definition of the requirement Transport Canada has a requirement for the purchase of origin and destination data and airline schedule data The product must include the following essential characteristics and performance criteria: 1. No point of sale data is required; b. Supply (schedule) data in the product must provide the full itinerary of the flight, including airline details, departure and arrival times and dates, flight frequencies, intermediate stops, code-share indicators, equipment, aircraft capacity, and service type. 2. Methodology: a. Demand data: The contractor must provide a solution or methodology to cover the markets underrepresented or not served. Estimating the missing traffic flows such as airlines direct sales, sales through the internet, and scheduled charters not using agents must be explained. Real data should comprise at least 35% of the data and clearly show how much real and how much is estimated. b. Supply (schedule) data: The contractor must provide a methodology to ensure the data quality of all airlines. 4. Functionalities of the Web site tool - internet: Web tool report format: HTML, Excel, ASCII; reports may be generated for only one specific month, quarter or year or to show a comparison (for example, compare two months or display a monthly time series); Customize Reports: the capability to customize reports by selecting which data elements are needed and the ability to create groups of airlines, airports, regions and countries; Save features: the capability to allow users to input and save criteria that are regularly used such as groups of airlines, airports, regions and countries; Analysis tools: the capability to abstract data such as report per origin and/or destination; report per region; report per flight segment; References: a section that includes a reference tool whereby users can search information relating to the terminology used in the tool (for example: airline, equipment, airport, country codes, region specifications) and various analysis such as distance between 2 city pairs. 5. Deliverables / Timetable: Access to data has to be made available electronically online (via a Web site tool that is compatible with Internet Explorer or Firefox) and the web interface must not require Transport Canada to have a special hardware or software to obtain access. a. Demand data: This data must be made available at most 3 months after the flight. The schedules data must also be sent through a data device, such as a CD-ROM or flat file to be delivered annually, by the end of March of the following year. The CD-Rom or flat file has to include the following fields: Travel Month (YYMM) Airport of Origin - Code and name Station 2 (connecting airport) - Code and name Station 3 (connecting airport) - Code and name Station 4 (connecting airport) - Code and name Station 5 (connecting airport) - Code and name Station 6 (connecting airport) - Code and name Final destination - Code and name Carrier 1 - Code and name Carrier 2 - Code and name Carrier 3 - Code and name Carrier 4 - Code and name Carrier 5 - Code and name Carrier 6 - Code and name Dominant Airline - Code and name Passenger class (first, Business, Economy - Full, Economy - discount, Other Reported passengers Reported passengers + estimated passengers Average Fare b. Supply (schedule) data: This data must updated weekly and include available seats for at least 11 months in the future from the date at which it is accessed, and have data going back to at least January 2004. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements) Any interested supplier must demonstrate by way of a statement of capabilities that its product meets the following requirements:
The airline demand data must provide with the following metrics, based on data extracted from an actual issued ticket:
1. Carrier 2. Point of Origin, Connection, Destination 3. Number of reported passengers 4. Number of estimated passengers 5. Booking Class category 6. Average Fare 7. Travel Month Any interested supplier must demonstrate by way of a statement of capabilities that its product meets the following requirements: The aviation database data must provide with the following metrics, based on data extracted from an actual e- ticket:

Applicability of the trade agreement(s) to the procurement This procurement is subject to the following trade agreement Agreement on Internal Trade (AIT)
Justification for the Pre-Identified Supplier IATA has developed AirportIS, a powerful intelligence tool based on a unique data set consisting mainly (but not solely) of IATA's Billing & Settlement Plan (BSP) issued ticket sales worldwide. Following a search of data sources, IATA was the only known supplier that could provide the required data based on issued tickets sales rather than bookings that have not yet been issued and need further calibration. In past years, Transport Canada has purchased "booking data" as part of MIDT (Market Information Data Tapes) from a different contractor and wished to explore another source to perform market analysis, calibrate its air forecast and validate its existing data set. However, MIDT data was shown to be less accurate than BSP data and does not meet Transport Canada's needs as well. Furthermore, in case of missing traffic flows, IATA is in a unique and privileged position to collect direct flight data from its member airlines (at higher levels) and many of these different sources also account for the full-market size estimate methodologies and algorithms. IATA has also developed Schedule Reference Service (SRS), a tool that provides complete worldwide schedule coverage for passenger and cargo data. It is a neutral source of airline schedules and related data being offered to the industry in a strategic marketing partnership between Innovata as the database management company and IATA. The data is provided by well over 800 airlines on which quality edits and general data edits are made in order to insure quality data. SRS is an integral part of the AirportIS packages and cannot be separated from the package, therefore eliminating the need to search for a second data provider for this information. Government Contracts Regulations Exception(s) The following exception(s) to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) - "only one person is capable of performing the work".
