Description

BACKGROUND The National Capital Commission (NCC) is a Crown corporation of the Government of Canada. Our goal is to ensure that Canada’s Capital Region is a source of national pride and significance. Beavers are an integral part of ecosystems on NCC lands yet they have a significant impact on the natural environment. Many of these impacts are beneficial, such as the creation of new habitats that support abundant biodiversity. However, their activities can also cause problems related to the flooding of roads and other infrastructure, damage to private property, and the disturbance or destruction of certain natural habitats. It is in this context that the Beaver Habitat Management Program was established for Gatineau Park and Quebec Urban Lands. PURPOSE The National Capital Commission (NCC) is seeking the services of an experienced contractor for the provision of beaver activity monitoring services. Among other things, the services required include preventive inspections, general inspections and regular inspections of monitoring sites, the maintenance and installation of water level control devices and of other measures, as well as population control when necessary (selective trapping). The contract shall be for a period of five (5) years, starting on April 1, 2021 and ending on March 31, 2026 with three (3) consecutive one-year options to extend. To be considered, your tender must be received no later than 3 p.m. EST on February 15, 2021 by email at Bids-soumissions@ncc-ccn.ca with a reference to tender file #MA024. To ensure consistency and quality of the information provided to all Proponents, the Senior Contract Officer shall examine the content of the enquiry and shall decide whether or not to issue an amendment. All enquiries and other communications related to this proposal sent throughout the solicitation period are to be directed ONLY to the Senior Contract Officer named above. Non-compliance with this requirement during the solicitation period can, for that reason alone, result in disqualification of a proposal. Note that amounts quoted in this tender are in Canadian dollars. Payment is net is 30 days. BASIS OF SELECTION The bidder must meet the mandatory requirements, pass the rated requirements and a combination of best value between technical and price.
