Second Language Training - Western Region

ET959-201152/A Gerstmar, Denise Telephone No. - (306) 241-1018

Canada intends to issue Regional Master Standing Offers (RMSOs) for its French language training requirements in the provinces of Alberta, Saskatchewan and Manitoba.

Standing offers issued under this RFSO will be divided into two separate tiers. Each of the tiers has a financial evaluation, a method of issuing standing offers and a different method for issuing call-ups. Please see the RFSO for further details regarding the tiers, evaluation and the Statement of Work (Annex A).

The period during which call-ups can be made against the Standing Offers (SOs) is twelve (12) months from the date the SOs are issued. Canada reserves the right to extend the term of the SOs for three (3) additional one (1) year periods.

There are security requirements associated with the requirement of the Standing Offer. For additional information, see Part 6 - Security, Financial and Insurance Requirements, and Part 7 - Standing Offer and Resulting Contract Clauses. For more information on personnel and organization security screening or security clauses, offerors should refer to the Contract Security Program of Public Works and Government Services Canada (http://www.tpsgc-pwgsc.gc.ca/esc-src/introduction-eng.html) website.

The requirement is subject to the provisions of the North American Free Trade Agreement(NAFTA), the Canada-Chile Free Trade Agreement, the Canada-Colombia Free Trade Agreement, the Canada-Honduras Free Trade Agreement, the Canada-Panama Free trade agreement, the Canada - Peru Free Trade Agreement, and the Canadian Free Trade Agreement (CFTA).

Only offers submitted using epost Connect service will be accepted. The Offeror must send an email requesting to open an epost Connect conversation to the following address: roreceptionSoumissions.wrbidreceiving@tpsgc-pwgsc.gc.ca

IMPORTANT NOTICE TO SUPPLIERS RE. BID SUBMISSION REQUIREMENTS

Due to the impacts from the COVID-19 pandemic, temporary measures are being taken on-site at the Western Region Bid Receiving Unit to encourage social distancing. The health and safety of staff and suppliers remains our top priority.

Suppliers are required to submit bids electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level.

To use epost Connect to submit your bid, or to get more information on its use, please send an email to the Western Region Bid Receiving Unit’s generic address at roreceptionSoumissions.wrbidreceiving@tpsgc-pwgsc.gc.ca

Faxed and hard copy (submitted in person or via mail/courier) bids will not be accepted for the subject bid solicitation.

Given current circumstances and network limitations, some active procurements may be delayed. To stay up to date on the status of specific procurements, please consult Buysandsell.gc.ca.
