Public Works & Government Services Canada (PWGSC) requires the services of an engineering firm (Consultant), acting as the Prime Consultant with a multi-disciplinary team of sub-consultants for the delivery of services required for a comprehensive Strategic Asset Management Plan (SAMP) to be used as a basis for all Agriculture and Agri-Food Canada (AAFC) laboratories. The SAMP will be based on the requirements for the St. Hyacinthe Laboratory. The proponent shall be an Asset Management Planning Specialist, licensed, or eligible to be licensed, certified or otherwise authorized to provide the necessary professional services to the full extent that may be required by provincial or territorial law in the province of Quebec. This Request for Proposal is a 1 stage, 1 phase selection process. This means that the proponent must submit all technical information as phase 1, and at the same time, they must also submit their cost proposal in a separate sealed envelope. Ensure that information related to fees or costs are not included with the technical portion of the proposal. ***** Due to the impacts of the COVID-19 pandemic and to encourage physical distancing, the bid receiving unit in Edmonton will remain open but with limited staff and limited hours: Monday and Thursday 9 am to 11 am and Tuesday 9 am to 2 pm (local time). Due to limited staff available, bidders are strongly encouraged to transmit their bids electronically using the epost Connect service instead of any of the other methods of bid delivery that are available should the solicitation allow. Please monitor Buyandsell.gc.ca closely as changes to bid closing dates may be necessary. ***** It is the responsibility of suppliers to ensure that the bid, offer or arrangement, as applicable, is delivered on time.
