Basis of Selection The requirements are sub-divided into multiple groups. Bidders have the opportunity to submit a bid on any or all group(s), on any item within each group, or a combination of both. Bidders must identify which group(s) or item(s) they are submitting a bid on.
All bids must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. Following the technical evaluation, the financial evaluation is broken down into 2 stages, Stage 1: By Group and Stage 2: By Item. In Stage 1 - By Group, all responsive bids for complete groups will be evaluated first. The responsive bid with the lowest evaluated price by group will be recommended for award of a contract. If there are no responsive bids for a group, Stage 2: Per Item evaluation will be performed for the items within that group. In Stage 2 - By Item, all responsive bids for individual items will be evaluated per item. The responsive bid with the lowest evaluated price by item will be recommended for award of a contract.
Bidders that are recommended for award of contract for more than one group and/or more than one item, a single contract for the group(s) and/or item(s) will be awarded to that Bidder.
