The purpose of this RFP is to select a qualified consultant or consultant team (the “Consultant”) with expertise in professional learning and development, housing, and human rights-based approaches to policy development, to develop and implement a 'Housing as a Human Right' training program for City staff in housing-related City divisions, agencies and corporations.
