This Request for Quotation (the "RFQ") is an invitation by the City of Toronto (the "City") to prospective Suppliers to submit bids for STARS Supports Assessment Tool, to conduct an evaluation of the City of Toronto's Service Triage, Assessment and Referral Support ("STARS") Supports Assessment Tool and Rubric. The STARS Supports Assessment is conducted by homelessness service providers (e.g. shelters, street outreach) as part of the process of connecting people to available City-contracted housing and support opportunities.
